When I installed Jarte on my new Windows 10 system I had the same problem. I installed the compatibility pack I used with the previous installation and it didn't work. I don't use Jarte all the time. So I uninstalled Jarte and the compatibility pack. Then when I decided I wanted it again I reinstalled Jarte. And they said that Microsoft had removed the compatibility pack from their site because they were no longer supporting it. But they gave me a link to another one, I think it was on cNet. So I downloaded that one, installed it, and .doc and .docx files read fine in Jarte now. I just zipped up and uploaded the compatibility pack installer I used to Dropbox. So here's a link to it.
I'd first uninstall the one you've installed.
