It works for me.  But you need to be in your documents folder.
If you don't like alt 2, press alt and tab twice.
Or use the Window-Eyes mouse.  New Folder should be near the top of the
screen, right after Properties.
No matter which way, you should be in an edit box.

was alt and 2, true or false.

 

I tried it and no luck, so, in windows 10, how do you create a new folder?
