I recently have been having a similar problem using win7 on a 32bit machine.
Two things I discovered are:
1. After booting up and hearing all the start up sounds as you described, I
get no voice response.
2. If I press the control-numpad-5 I get a message something like "context
or content unknown".
3. If I press the windows+d keys for bringing up the desktop menu I then get
normal speech and am able to use Window-Eyes 9.5.3 more or less as usual.
If you find this works for you also, it may be that something significant
has changed in the win7 programs and/or window-Eyes ability to deal with
some changes in MS win7. I haven't been able to reach anyone at GWMicro
during the holidays to see if they are aware of any such changes as yet.

process, including playing the Windows chime at the start of Windows.

Attempted to start up Narrator by pressing the Windows Key and the Enter
key together. No Speech.
Was Narrator part of Win 7? Sorry, can't remember.
Even attempted to install NVDA from a Flash drive, and again I received
the NVDA Chime, but no Speech.
The Sound card is playing sounds, but is not talking.
One of you mentioned a Mute feature. Where is this? Is this in the
Control Panel of Windows and then under Sound? Or is it part of Window
Eyes and is under Screen and Voice etc.
I did not see a Mute feature when in the Win Eyes 9.5 Control Panel and
then under Devices, and Synthesizers.
