Sometimes I have this, too, but I have not taken note of the pattern. Aside from what was mentioned, I have also used the following two workarounds. Idea #1. From the list of messages in the inbox, hit Control F to forward the message. Then you are able to tab from the "To" field down to the Attachments failed and can find the attachments. There are a couple ways to open the file from here,.
Idea #2. When a message is open, you can go to the file menu with Alt F, then arrow down to save all attachments.
