The Notepad.set and related files should be installed by default. When
in Notepad open the Window-Eyes control panel and press Control+Shift+T
to read the window title. It should say Window-Eyes Notepad.set.
If it doesn't, Alt-F File, Factory settings, press N to move down to
Notepad, then tab to the install button.
As for Notepad plus plus? As John said, try it and see if you need a set
file to do anything.

Tom

I have never created a set file; nor do I have the slightest idea of how
to determine whether a set file exists for an application I am running.
If there is such a thing, please tell me where to locate a set file for
the Notepad application. While we're at it, please tell me how to
install the set file too.
I am also looking for a set file for the Notepad plus plus application.
I use these two applications for different purposes, so would like a set
file for each. Incidentally, I am running W E 9.5.4.
Thanks.
