But is large enough that hosting all of it is practically difficult; significant resources (social and technical) would probably be involvd, both because it's simply a lot of data, and because the release of it is typically (in my experience) managed on a state level, and therefore there's a fair amount of conversation that has to happen first, though maybe there is a better way.
