there are lots of techniques but might i suggest Map Warper
(warper.geothings.net) or the Cartagen Knitter (cartagen.org/maps)
which output WMS/TMS, GeoTiff.

many people just use photoshop with GDAL. It can be resource intensive
but yields very good results.

i made Knitter so of course i'd be happy if you used it, but it
depends on what you want to do, what kind of imagery you get, what
level of fluency with computers you have, etc.
