Round my way we have lots of roads that have been blocked off to traffic, and have short "cycle gaps" most easily seen on the cycle layer (surprise!) e.g. http://www.gravitystorm.co.uk/osm/?zoom=16&lat=6705665.66502&lon=-23398.725&layers=B00 . Some have removable bollards for emergency access. Some don't. You might want to confirm which ones don't have emergency access with emergency=no (whereas no tag would imply that it hadn't been mapped rather than yes or no).
