Not to dismiss your effort, but I think that voting by e-mail is a silly idea. We should add a simple voting thing to the rails interface, so that it can be authenticated by the same system. It's probably a 10 minute job for a rails expert. Another thing: When a vote opens, we should probably lock the wiki page about it (but not the talk page), so that people don't change the proposal and cause votes to be cast on different things.
