Ah, yes. I was suggesting putting in the connections across the river as well, but there isn't any reason why if the renderer is building its own polygon from the relation that it can't imply a connection from the end of each way to the start of the other. Allowing more than one contiguous way on each bank would also be useful. I'll edit the wiki.
