Similarly, I put the terminal where it is, and join the route=ferry to the highway=service through the carpark (if that's how it is) & then to the main roads in the usual fashion, on the basis that that's what's there. Obviously foot ferries need a footway instead, and train stations have a similar arrangement (or ought to..)
