It looks indeed very neat and since it is written on Rails it might be easier to include in osm than another bugtracker. But the server side part of the map bugtracker is probably the smallest part and the client side has to be rewritten anyway. So, it might be easier to write some server side code that really works for a map bugtracker instead of trying to fix something.
