Could the tag smoothness be replaced by an attribute on cycle routes indicating what bikes the route is suitable for, i.e. racing, mountain bike. There can then be an agreed definition of what condition a racing bike cycle route should be, i.e. tarmac. Not sure if attribute is the right word, perhaps just a more specific tag that bike route, but racing bike route. Michael
