I think it would be helpful to look into how the relevant professional communities deal with this issue, and if at all possible adopt one of their existing standards. It seems that there are multiple groups of concern, certainly bicycling and cars.
In Massachusetts we have the MassGIS data, and it has a key condition with values good fair deficient intolerable I am guessing these came from massgis, but I don't know.
