Even stronger, it not only says "this only applies to a substantial amount", it says: "The maker of a database [...] may not prevent a lawful user of the database from extracting and/or re-utilizing insubstantial parts of its contents [...] for any purposes whatsoever." So even if you wanted to, you may not, unless you find another handle than database right.
