Nick, Please, please talk to mysociety.org about this -- they've already done something similar for urban infrastructure at www.fixmystreet.com. They have a licence to use OS maps for that, but I don't see why they wouldn't be interested in an OSM-based system if it's simpler/cheaper/better.
