So do it properly (especially the bit about assuming good faith), document what's going on, build a list of concrete examples - i.e. put a case together (maybe on the wiki?). If it's not possible to resolve within the community (messages, emails, offering the guy help, explaining the trunk/primary issues etc), then contact the DWG - but please don't just email them with a "ban this guy cause I say he's a vandal" type email; do it properly, give them convincing case notes.
