You don't say what OS this is needed for but take a look at: http://png2pdf.sourceforge.net/usage.html Looks like it'll work on both linux and windows platforms to convert PNG files to PDF. SVG to PDF seems not so well advanced but it can be done: http://www.ehow.com/how_4764638_convert-svg-file-pdf-format.html or: http://svg2pdf.darwinports.com/ For a different solution.
