Maybe something simple as WikiProject:FLOSS ? [[WikiProject]] redirects to 
[[Mapping_projects]]
In the introduction it says:
"The projects are collaborative efforts by one or more people who have a common 
interests or goals."
So the common interest would be 'FLOSS' and the goal 'Free [as in freedom] 
geodata'

That project doesn't have to "change all content in the wiki", so sites that 
promote
openstreetmap also from a software freedom point of view like fsf.org 
could link directly to [[WikiProject_FLOSS]]. Direct link 
http://wiki.openstreetmap.org/wiki/WikiProject_FLOSS
For the moment it is an empty page, but it could link to software that people 
can use in freedom to contribute
free geodata.
