Well ... maybe not - since at least in my country, most roads have no speed limits posted on them (so basically, the national "default" limits, like max. 50 in city, etc ... apply) Having 8% of roads tagged with speed limits may be the most you'll ever have for some areas (cities tend to have more speed limit signs on the roads, many country roads have none ...)
