It wouldn't to me - no access tags on the gate would imply to me that nothing had been recorded about whether it was normally open or closed, or locked so that it couldn't be opened.
If everyone else has the same understanding as you, perhaps someone needs to update http://wiki.openstreetmap.org/wiki/Tag:barrier%3Dgate so that it doesn't say "...which can be opened to allow or restrict access"?
