Don't let that stop you. We need a tag scheme, and need to tag, for roads where the two directions of traffic are divided (separated), indicating the type of division (even just physical or legal), for those roads that are not split into "dual carriageways". The US is full of such roads, too, where routers currently allow a left turn that is physically impossible or unlawful. We need an alternative to splitting such roads into dual carriageways.
