I'm afraid it does. So, the question is does the modification of the terms
invalidate the part of the OGL guaranteeing ODC-by compatibility? If so,
that is pretty silly and it surely would be worth lobbying.

Or is it dual-licensed? After all there is a direct download link on the
data.gov.uk page for OS Locator (and others) which mentions only the OGL,
not any other terms modifying it:

http://data.gov.uk/dataset/os-locator

OTOH, the data.gov.uk pages stated this and other OS data sets were licensed
under OGL even when the OS used their own licence :)
