The occurances Im picking up, arent tagged as bridge, Ive had to split
the ways from aerial imagery at start/end of the bridge and add the
bridge/layer tag to the relevant part of the way.

Theres no reason you couldnt automate something that for example when a
road crosses a river, you create a bridge which is say 100m long in the
middle of the way, split and tag that, and include the note..
