If you are on the 4th page and haven't understood what this is about, then you're not the target audience - and I don't mean that in a derogative way; if all you do with areas is create them in your editor and marvel at them on the map then you're very likely not going to be affected (or just minimally affected) by any change in that department, and can safely ignore the discussion.
