To the best of my knowledge the sysadmins have never received any such
patch. Indeed as far as I know it doesn't exist.

Yes, I have that patch and I started work on reviewing it at the last hack day. The current state of can be seen in my github repo:

I'll probably continue looking at it at the next hack day, if not before - there is one other patch set that I also need to look at.
