I don't know why some people call it a vote at all. It is a question whether or not *you* agree to a contract (the CT) and allow *your* contributions to be distributed under ODbL. Your answer is not binding to anyone else. And when OSMF has enough agreements from contributors they might decide to switch licenses. A question for a real vote could be "Do you think OSM should switch to ODbL?" I am curious what the outcome of that would be.
