The CTs constitute an agreement between the contributor and OSMF. The ODbL also includes a contractual element. For whatever reason, people may not wish to even enter such a relationship. A plain licence for the data does not involve a contractual relationship as far as my understanding of copyright (and I assume database right) licensing goes.
