But since then the situation has changed. CC have made clear they're committed to supporting the use of CC licences (including BY-SA) for databases. Version 4 of the licence would be an excellent opportunity to make the kinds of changes that would improve it for OSM (even though, in my view, version 2 of CC-BY-SA has served us well so far).
