Are you *sure* that you have osmosis 0.39 and not an older version? It
should report its version number on startup, e.g.

INFO: Osmosis Version 0.39
I can't see anything wrong with your way of calling it. Although if you
just want to convert pbf to OSM xml, there's faster alternatives
(osmconvert or pbf2osm).
