The fence around an airport here** (Bishkek in Kyrgyzstan):
http://www.openstreetmap.org/?lat=42.83491&lon=74.5764&zoom=16&layers=MSeems to have been tagged "building = yes, building:levels = 2". I'm sure it gets chilly there in the winter, but this seems unlikely.
