There exists an undelete [1] and a reverter [2] plugin for JOSM. The reverter plugin can also revert parts of a changeset (e.g. deletion of one relation). You only have to make sure that all former members still exist. The undelete plugin is probably the best choice but I have not used it for quite some time.
