Terracer makes this very easy and was (still is) deleting objects in favour of new ones. Also you have to somehow take the region into this count. Depending on the citizen density it might be easier/harder to add house numbers. The available sources might be a big factor, too. There is a major difference in drawing from background images with available house numbers, an area without any images and areas with good images and no house number data. In my area collecting data is quite fast as long as my accompany tolerates the stop and go to take a picture of every house and as long as I find routes through several streets with little or no house numbers. Adding the data takes much more time as I often have to correct all objects (georefed high resolution) and cause I get much more information from the taken pictures than only the house numbers.
