I have no idea where you got that idea as I don't recall that being discussed at all in the meeting, and I don't see why either one would have been any quicker to implement than the other.
The actual vote was done by a secret ballot, so we can't know for sure why people made the choice they did, but the discussion as I recall it largely centred on the cartography.
