I think you are exxagerating the problem, usually this is not very complicated. Underground infrastructure will hard collide with any bridge, as it should usually get tunnel and negative layer tags while the bridges will have positive layer tags. If two bridges happen to intersect on the same layer the more advanced editors will warn you about this. Cheers, Martin
