The building of the German parliament comes to mind (Reichstag). Sir Foster had won the competition for the restructuring in the 1990ies, but with a complete different design (basically a huge roof covering the building and its surroundings, by the time referred to as Germany's biggest petrol station by some critics). After intervention of the parliament against this winning design, chosen by a committee of experts amongst all contributions to the competition, there was a longer process during which tens of different cupolas were presented and rejected, and after some iterations the actual design evolved. Foster had originally been against a new cupola but in the end the final design (heavily influenced by a committee) was widely acclaimed.
