She clearly didn't say that CC-by v3 was compatible with the ODbL in the sense that the ODbL alone would suffice as the distribution licence of CC-by v3 licensed material. What she -did- say is that there is nothing in the ODbL that would cause conflict with the obligations from CC-by v3, so you can layer the resp. IP rights without problems. In other words: you would need to provide downstream attribution for CC-by v3 material included in OSM. Simon
