I should stress that my answer was not a statement of historical fact
based on archival research, it was a post-hoc rationalization. A serious
historical answer to such questions is rarely easy to provide; in most
cases, a trawl through the minutes might reveal that the matter was
never formally discussed, and so the question becomes, why did no one
propose it? To answer that, you have to ask all the individuals who
failed to propose it; or you have to read into the mindset of the
committee and think about why the committee would not have welcomed a
proposal.
