I know this isn't exactly what you're asking, but you could get a number from Google Voice and do exactly what you want with that number, e.g. reject certain numbers, have certain numbers go to specific messages, listen in on voice mail before deciding to pick up and so on. The trick is getting everyone to use your Google Voice number, so I don't think it'll solve the specific problem you're having at the moment, so one of these other packages is hopefully going to do the trick for you.
