I've notified NCBI about the eutils web service being down. (See below)
We'll decide later today if this would make it by default into the 2.1 release - as of now the preliminary build gives an error message on start-up because of this service being down.. I've tried http://www.ncbi.nlm.nih.gov/entrez/eutils/soap/v2.0/eutils.wsdl which gives the same error.
