It is most definitely PGP that is causing it. It is actually a feature
of PGP to deliberately disable delimiters rather than a Bat bug or
problem. After all what's the point of adding a PGP signature if it is
going to be "Cut off" somewhere along the line?
As I type this I can see my signature appearing exactly as it should.
When I sign and send it I know for sure it will go all to cock with an
extra "dash space" added. That is exactly what I expect PGP to do,
preserve my verifiable signature whatever the circumstances and not
allow it to be deleted anywhere on the network.
Try writing a message, sign it and put it in the outbox. Then reopen
it, edit it and resend it without resigning it leaving your original
PGP signature there. You'll find that even though you signed the
message in the first place it will not verify it.
I don't usually sign messages to lists such as this, in fact the only
time I sign anything is if I include an attachment. That way the
recipient, even if they don't have PGP, can see the attachment is
reasonably safe. If they are still unsure they only have to install
PGP and retrieve my key.
There is a way to get round it however. Highlight the main text of
your message, not your signature, and then just sign the block as I
have done here. That preserves the integrity of the delimiter.
