Strange, isn't it? And did you notice that it is impossible to switch
of the "Encrypt when completed" checkbox? You may uncheck it, but the
next time you open Account-Preferences-Options, it is marked again,
at least on my system, no matter what.

I think that there should be a place to create/inform a personal certificate
(Thawte, Verisign, etc) somewhere to be able to encrypt and sign
messages. Howerever, I couldn't find it...
For now, PGP 6.5 still works ok here.
