"Encrypt when complete" isn't switched on by default (maybe you have a
macro or switched it on manually in
"Account|Properties|Options|Message Editor Settings"?

"Apply PGP" and "Apply S/MIME" are switched on by default but they do
nothing unless "Encrypt when complete" and/or "Sign when complete" are
switched on.

  OK, this will work tomorrow.

  BTW, did you obtain your own personal S/MIME certificate? Easiest
  way to do it is at www.thawte.com, they on line issue free certificate that
  is valid for one year; reissue is also free. Such free certificates
  only contain your e-mail address. If you need your name to be
  bound also this may require your photo-identity documents to be
  lagally checked, this may also be free if you are notarizing via
  Thawte Web Of Trust Notaries or $35 in case of verification
  at Thawte via remote notarization; anyway, renewal is free.

  Verisign do not provide free certificates that are concidered valid
  by all major S/MIME vendors, they bind your name and require some
  bucks for verification and some bucks each year for renewal.

  Use your webbrowser to install the cerficate, then export it to PFX
  (A.K.A. PKCS#12) along with the prvate key and import it by pressing
  Account|Properties|Edit Personal vCard|Certificates tab; don't
  worry, the certificate will not be bound to account.vcf, it will be
  stored serarately (in account.pfx); we will resolve this issue.
