Correct, but I use the "Sign when completed" account option so it is
always the default.

I can't see how that could be otherwise with the current design of TB.
A message in the outbox (parked or not) is just plain text with no way
to carry such indicators. I guess something could be embedded in the
index file to denote some of these per-message options for the outbox.
