The current implementation of MailTo: links within message bodies may well
be by design, but the conflict such design creates is painfully obvious,
and is something that needs to be resolved by RITLabs.

But by clicking on a MailTo link, I am *not* telling TB! to do as you
suggest. Rather, I'm following the instructions contained within the
MailTo link itself, and I wish TB! would stop trying to second guess the
Author of that link, that he/she would also like the message addressed to
the address associated with the Folder it resides in. Was that the intent
of the Author? No.
As an example, how does your PGP Keys link have anything to do with
TBBETA, or TBUDL, or my Personal Inbox for that matter. Your intent on
providing that link was simply to create a separate message, addressed as
you so instructed, and TB! should stop trying to presume otherwise, and
simply treat internal and external links alike.
There exists a conflict in the use of the %TO macro, and as Marck has
pointed out, it can have serious consequences. Attributing that conflict
to User carelessness, and absolving RITLabs of all responsibility, is
blatantly unfair.
