Cannot confirm here, everything works as expected.
This was my quick-template:
%COOKIE="C:\Documents and Settings\manfred\test\1.txt"
%COOKIE="C:\Documents and Settings\manfred\test\2.txt"
%COOKIE="C:\Documents and Settings\manfred\test\3.txt"
