That's not it. My computer has only one user defined, me, as is
default with Win9x. And I have this problem since using 1.52beta2 (or
one?).

That seems to be the case. Ming-Li was working on it right before he
had to leave the list for some time. We couldn't get to a conclusion,
yet.
