Is that the way that is all supposed to work? In my opinion, this is exactly how it is supposed to work, *if* you set in the Account Properties, section Transport, Delivery Type to Deferred. However, if you set it to Immediate, the messages supposed to be resent still end up in Outbox. They are sent later on when explicitly invoking Send Queued Mail. >From my POV the issue here is that the setting Delivery Type in Account Properties is not respected.
