That is the Auto-complete function and, AFAIK, it works from the Address 
Book. When you start typing a name it 'suggests' one or more addresses. 
If because of the characters you typed it can be one of several, then is 
when you automatically get a drop-down to choose from. But this 
drop-down is not the history drop down. You get the history drop down by 
clicking in the double down arrow on the right.

Right. And you also get the same popup if you hover or click on the 
little triangle on the right of the 'Create new message' button in the 
toolbar.
