FYI this bug has been fixed in the current beta series - in Beta/6 in
fact:
[*] Improved %COOKIE macro handling (this includes the fix of usage of
%COOKIE with %Include/%QInclude macros)
I know this because I have changed my multi-cookie templates back to
active and what didn't used to work (because of the bug you describe)
now works perfectly.
